Merrill Council approves Hurd
aids

Last night
Merrill City Council approved several measures to aid Hurd
Windows and doors.
Most notably, City leaders agreed to
give the window manufacturer $200,000 loan that the company won't have to repay
if it creates at least 75 jobs in the next three years.
Council members voted unanimously to
approve a development agreement between the city and Hurd.
Hurd's subsidiary, Superseal
Windows & Doors, plans to begin operating out of Hurd's
existing facility on Water Street this fall.
Council members also approved a
measure to create a new tax increment district on the city's west side.
Officials expect the new district, aimed at decreasing blight on the west side,
to generate enough property tax revenue to offset the $200,000 that will be
given to Hurd.
The city's general fund initially
will pay for expenses of the new tax district, including Hurd's
loan. The city will not borrow money to cover any expenses associated with the
new district.
The loan will be paid to Hurd within
30 days of the city and company signing the agreement. If Hurd creates 75 new
jobs by December of 2014, the loan will become a development incentive with no
repayment requirement. The company has said it hopes to have 150 employees at
the new plant when at full capacity.
