Crandon shooting victim loses appeal

The only survivor of a mass shooting
in Crandon in 2007 lost an appeal in his lawsuit against Forest County.
The appeals court agreed with the lower court decision that
Charlie Neitzel, along with the families of other
victims, couldn't sue the county.
The claim said the county was negligent in hiring and
supervising Tyler Peterson. They argued he had a mental condition that
predisposed him to violence.
The courts ruled that the county was immune because hiring
and supervision are discretionary acts.
